Insulate your roof. Pays itself back very quickly and you can DIY. You can put rockwool or glasswool on a framework and then close it with plaster plates.
Keeps heat out in summer and heat in in winter.

Much cheaper than double pane windows.

Summer only: A sunscreen stops heat coming in to your house.

Double pane windows are still a good idea, but mostly for the winter. Heat will still come in as sunlight
Are your walls insulated? If not, do it!

Double pane windows will add to the insulation value of the house, both keeping the heat in during the winter and the heat out during the summer. You can also have insulation blown into the walls and ceiling. With the proper insulation, your heater/AC unit won’t be working so hard and you’ll save money in the long run.
